Energy Deregulation in New York and California

that the deregulated industry would offer consumers a way to make

utility services. The decision to deregulate is under fire in

also blackouts which have caused Governor Gray Davis to step in
and urge the California Public Utilities Commission to adjust its
rates. This chaos in California is being closely watched by
other states that are also experimenting with the deregulation of
the electric industry. The focus in this paper is on the states
of New York and California and the impact of energy deregulation.
